The Cabinet of Ministers of Kyrgyzstan and Vietnamese company RECA LLC – ROX ENERGY GLOBAL have signed an investment agreement to construct a solar power plant with a planned installed capacity of up to 1,900 megawatts in the village of Kyzyl-Oruk, Toru-Aigyr rural district, Issyk-Kul Region.
The project is expected to play a key role in advancing Kyrgyzstan’s long-term sustainable energy strategy and will make a significant contribution toward the country’s green growth and clean energy transition goals in Central Asia.
In addition to its energy benefits, the initiative offers opportunities to attract investment in green infrastructure, introduce advanced technologies, and create local jobs — both during the construction phase and throughout operation.
The project’s estimated budget is $2 billion. Construction will be carried out in two phases, with the plant expected to be completed by the end of 2026.
At a meeting with the presidential envoy in Issyk-Kul Region on July 15, representatives of the Vietnamese company expressed readiness to begin construction in the near future.
Founded in 1996, ROX Group operates in real estate, finance, and technology and is actively expanding its international presence. In Kyrgyzstan, the group is currently developing the Royal Central Park multipurpose complex on the former Ak-Kula hippodrome site in Bishkek and is also renovating the Ay-Peri hotel complex.
