As part of the "Year of Urban Development and Architecture" and the "Switch Off and Save Energy!" campaign, the Ministry of Energy held an awareness event on "Energy Efficiency in Buildings" for entities operating in the construction and design sectors.

During the event, Jahid Mikayilov, Head of the Energy Efficiency Department of the Ministry of Energy, delivered a presentation on "Energy Performance Certification of Buildings." The presentation covered the legislative framework governing energy efficiency, the objectives of energy performance certification, and its implementation mechanisms. It was noted that an energy performance certificate serves to assess a building's energy performance, determine its energy class, and contribute to reducing energy consumption.

It was emphasized that energy performance certification is mandatory for newly constructed, reconstructed, and substantially renovated residential and non-residential buildings. Within this framework, a building's energy class, carbon emissions, level of renewable energy use, as well as the energy performance of its heating, cooling, ventilation, domestic hot water supply, and lighting systems are assessed.

The event also provided information on the development of the methodology for calculating energy consumption, the importance of construction codes and standards from an energy efficiency perspective, and international best practices. Participants were informed about the ongoing development of the Building Energy Efficiency Information System (BEEIS). It was noted that the system will enable the calculation of energy performance indicators, determination of a building's energy class and the electronic issuance of energy performance certificates. The system is expected to become operational by the end of the year.

Sahil Shukurlu, a representative of the State Committee for Urban Planning and Architecture, delivered a presentation on the regulatory documents, design requirements, and regulatory approaches related to energy efficiency applied in the fields of urban planning and construction.

The event continued with discussions, during which participants' questions were answered and views were exchanged on energy performance certification, the application of energy efficiency requirements in building design, and the functionality of the BEEIS.

The event was attended by representatives of the Ministry of Energy, the State Committee for Urban Planning and Architecture, the Ministry of Emergency Situations, the Ministry of Ecology and Natural Resources, as well as companies operating in the construction, design, and real estate sectors.
