Azerbaijan studies Türkiye’s experience in building energy efficiency

On 26-29 January, the Azerbaijani delegation visited Ankara, Türkiye to study the experience of establishing Building Energy Efficiency Survey (BEES) within the framework of the Working Group on energy efficiency of the Azerbaijan-Türkiye Energy Forum, according to the Azerbaijan's Ministry of Energy.

As part of the visit, a series of meetings were held between representatives of the Ministry of Energy and the Ministry of Emergency Situations of the Republic of Azerbaijan and the relevant institutions of Türkiye. During the meetings, extensive discussions were conducted with the Ministry of Environment, Urbanization and Climate Change of Türkiye and the Ministry of Energy and Natural Resources of Türkiye regarding the establishment of a building energy performance certification system and existing digital solutions.

During meetings with the Ministry of Environment, Urbanization and Climate Change of Türkiye, the regulatory and legal framework on energy efficiency in buildings, the methodology for calculating energy efficiency indicators, and the operating mechanism of the energy efficiency information system were presented. At the meeting held with the Ankara Architects Association, information was exchanged on the organization of trainings and certification process for energy efficiency passport developers.

Within the framework of meetings with the Altindag Municipality, discussions focused on the technical parameters prepared by designers and developers, as well as the mechanisms for their evaluation and implementation.  At the same time, exchanges were held with the Eltemtek company on attracting investment in the field of energy efficiency (the Energy Service Company (ESCO) model), energy audits, and approaches and practices related to the certification of buildings.

In addition, discussions were held with the Ministry of Energy and Natural Resources of Türkiye on the application of ESCO and Super ESCO models, the institution of energy managers, and the digitalization of the management of energy efficiency activities.

It is expected that the experience gained and the outcomes of the discussions during the visit will contribute to the establishment of the BEEIS in Azerbaijan and to the formation of a building energy efficiency certification mechanism.
