The Ukrainian Wind Energy Forum 2025 took place in Lviv at the historic BankHotel. The event was organized by the Ukrainian Wind Energy Association (UWEA) with the support of the Ministry of Energy of Ukraine, the Lviv Regional Military Administration, SE Guaranteed Buyer, and WindEurope. The Forum’s General Partner was Vestas, the Danish equipment manufacturer and one of the global leaders of the wind power industry.
This landmark event became the first major in-person wind energy forum in Ukraine since the COVID-19 pandemic and Russia’s full-scale invasion. It stood as a symbol of the industry’s resilience and the market’s determination to move forward despite extraordinary challenges. The Forum brought together over 300 participants from Ukraine and across Europe — representatives of government, international institutions, investors, banks, developers, equipment manufacturers, and logistics companies.
The Forum was opened by Andriy Konechenkov, Chairman of the UWEA’s Board, who emphasized that the development of wind energy is “not only a matter of economics or climate, but above all, a matter of national security.” He added: “The wind cannot be stopped. Nor can Ukraine’s determination to be an independent and energy-strong nation.”
Welcome remarks were also delivered by Artem Nekrasov, First Deputy Minister of Energy of Ukraine; Maksym Kozytskyi, Head of the Lviv Regional Military Administration; José Luis Gimeno, Regional President of Vestas; and Giles Dickson, CEO of WindEurope.
A special highlight of the opening session was a video address from EU Commissioner for Energy Dan Jørgensen, who stated: “The wind is on our side. And now is the time to join this movement. With EU support, Ukraine is advancing toward greater energy security, sovereignty, and a competitive green economy.”
Following the opening, the program featured six thematic sessions covering the full spectrum of issues essential to the development of wind power in Ukraine — from its strategic role in energy security and integration into the European market, to financing, logistics, operation and maintenance, project development, and deal structuring. Each discussion served as a unique platform for knowledge exchange between Ukrainian and international experts, government representatives, financial institutions, developers, and technology providers. The high-level speakers and breadth of topics not only shed light on the complexity of challenges facing the sector but also demonstrated that the Ukrainian market is ready for systemic dialogue and practical solutions — even in wartime conditions.
A standout moment of the Forum was the exclusive presentation of the unique Danish project aimed at shaping the regulatory for Ukraine’s renewable energy sector, is being implemented by the Danish consultancies COWI and Viegand Maagøe in collaboration with the UWEA, with the support of the Danish Energy Agency and the Ministry of Energy of Ukraine, as part of the Ukraine-Denmark Energy Partnership Programme.
Publicly presented for the first time in Lviv, this project provides a thorough assessment of the current legislation and licensing procedures for onshore wind farms, identifies barriers that hinder the development of the industry, and offers specific recommendations based on the experience of Denmark and EU countries in transposing the provisions of the EU RED III Directive into Ukrainian legislation.
The second day marked the culmination of the Forum with technical site visits that allowed participants to witness first-hand the resilience of Ukraine’s wind energy sector in wartime. The tours to the Skolivska Wind Farm in Lviv region and the Ostrovskyi Wind Park in Zakarpattia showcased not only the scale of investment and state-of-the-art technologies but, above all, the unbreakable spirit of Ukraine’s energy community. Both wind farms were built and commissioned after the full-scale invasion began — a powerful proof that even under the harshest conditions, large-scale infrastructure projects can be realized, demonstrating the readiness of investors, the professionalism of engineers and builders, and the reliability of the sector.
