8 November – Victory Day symbolizes the beginning of a new era in Azerbaijan’s history.

Today, the liberated territories of Karabakh and East Zangezur are becoming one of the key centers of Azerbaijan’s green energy future through large-scale reconstruction and development efforts, modern energy infrastructure, and renewable energy projects.

In line with the strategic priorities set by President Ilham Aliyev, the Karabakh and East Zangezur economic regions have been designated as a Green Energy Zone. Comprehensive measures are being implemented to expand the use of renewable energy sources, improve energy efficiency, and establish modern energy infrastructure across these territories.

One of the key priorities of the region’s green energy strategy is the effective utilization of hydropower resources. Currently, 38 hydropower plants with a combined installed capacity of 307 MW are operated in the liberated territories.

For the first time in the history of Azerbaijan’s power system, 100% of the electricity demand in the Karabakh and East Zangezur regions is being met through green energy. Surplus electricity generated in these regions is transmitted to the national power grid.

The expansion of solar energy is another major priority. Solar power plants with a combined capacity of 340 MW are currently under construction in the liberated territories. Once operational, these facilities will contribute to the utilization of the region’s renewable energy potential, diversification of electricity generation, and achievement of Azerbaijan’s green energy targets.

The Green Energy Zone concept extends beyond large-scale power generation facilities to include residential communities and public infrastructure. To date, solar panels with a total installed capacity exceeding 9 MW have been installed across more than 3,000 private homes, public buildings, and social facilities in the liberated territories. These efforts are continuing in line with population resettlement plans.

In addition, more than 8,500 LED lighting units have been installed throughout the region, approximately 3,500 of which are hybrid lighting systems powered by solar energy. These solutions contribute to more efficient electricity consumption and reduced dependence on conventional energy sources.

As part of the ongoing reconstruction and development efforts in Karabakh and East Zangezur, particular attention is also being given to the construction of energy-efficient buildings, the introduction of smart energy management systems, the installation of solar-powered bus stops, and the development of charging infrastructure for electric vehicles.

Together, these initiatives are transforming Karabakh and East Zangezur into modern regions built on renewable energy, innovative technologies, and sustainable development principles.

Today, Karabakh and East Zangezur, liberated following Azerbaijan’s historic November 8 Victory, are emerging as major centers of the country’s green energy future. The projects being implemented across these territories contribute to strengthening national energy security and advancing Azerbaijan’s decarbonization and sustainable development goals.
