Minister of Energy of the Republic of Kazakhstan, Yerlan Akkenzhenov, signed Order No. 229-НК on June 15, 2026, introducing significant amendments to the Plan for the Placement of Renewable Energy Source (RES) facilities.
The updated plan covers three main zones—Northern, Southern, and Western—and includes dozens of projects in wind, solar, hydro, and bioenergy.
Key highlights of the updated plan:
- Massive Wind Projects: A high-capacity wind power plant (WPP) of 1,250 MW is planned for the Kostanay region (Kostanay district). Other major WPP projects are slated for the Akmola (320.95 MW), Aktobe (300 MW), and Zhambyl regions.
- Solar Power Expansion: The Zhambyl region leads in solar generation (SPP), with a 700 MW facility planned for the Shu district. Significant capacities are also allocated to the Kyzylorda (210.25 MW) and Almaty regions.
- Hydroelectric Power: The plan lists numerous hydroelectric power plants (HPP), primarily concentrated in the East Kazakhstan, Almaty, Turkestan, and Zhetisu regions.
- Industrial Integration: Specific focus is given to projects for "qualified consumers." For instance, a 150 MW WPP is being developed in the Khromtau district (Aktobe region) to supply major industrial entities, including the "Kazakhstan Electrolysis Plant," "Kazchrome", and SSGPO JSC.
